The Honorable Annette (Polly) Williams, known as the original author and mother of school choice, began her political career during the 1960’s. Williams was elected to the Wisconsin State Assembly in 1980 and served for 30 years making her the longest-serving woman in the Wisconsin Legislature. Williams was the author of the United States’ first school choice legislation, approving school choice in 1989, and expanding the program to include religious schools five years later. This legislation ensured disadvantaged children received the same quality education as children in affluent communities. Because of her efforts and leadership in school choice, this legislation has been implemented in 28 other cities nationwide. Williams received such awards as UW-Milwaukee Lifetime Achievement Award, UW-Milwaukee Alumni Association’s Distinguished Alumnus, National Black Caucus of State Legislators President’s Award for Distinguished Service, and she was named by The New York Times as one of “Thirteen Innovators Who Changed Education in the 20th Century”.
